Congress bares common legislative agenda for 2nd regular session

MANILA-- Leaders of both chambers of the 17th Congress met on Wednesday to identify their common legislative agenda for the second regular session.

In an interview with reporters after the congressional leaders' meeting, Majority Leader Rodolfo FariAas said the Senate and the House of Representatives agreed to prioritize the passage of 38 legislative measures within the second regular session.

The second regular session will be divided into four quarters: first quarter from July 24 to October, second quarter from November to December, third quarter from January to March, and the fourth quarter from May to June.

The 38 priority bills of both the House (H) and Senate (S) and their actions or status include:

1) Free Irrigation Services Act -- passed by both Chambers

2) Agrarian and Agricultural Credit Condonation Act -- H: approved on 3rd reading; S: commit 1st quarter

3) Enhanced Universal Healthcare Act -- H: approved on two committees; S: 1st quarter

4) Philippine Mental Health Act -- H: 1st quarter; S: approved on 3rd reading

5) Prohibit conversion of irrigated lands -- H and S: 1st quarter

6) National Land Use Act -- H: approved on 3rd reading; S: 1st quarter

7) Occupational Safety and Health Standards Act -- H: transmitted to Senate in December 2016; S: approved on 2nd reading

8) Community Service in lieu of imprisonment for the penalty of arresto menor -- H: transmitted to the Senate in October 2016; S: pending in justice committee

9) Tax Reform Act (TRAIN) -- H: transmitted to the Senate in July: S: 1st quarter

10) Revision of Constitution -- priority

11) Bangsamoro Basic Law -- priority

12) Public Service Act Amendments -- H and S: 2nd quarter
