Barangay certificate, clearance option for PhilSys registration

Individuals who have no valid ID can use a barangay clearance or barangay certificate to register for the Philippine Identification System (PhilSys).

“If you don’t have a valid ID, Barangay Clearance is the last option for 18 years old and above and Barangay Certificate for 15 to 17 years old,” said the PhilSys team in Barangay Maa here in a recent social media post.

The PhilSys team also reminded the registrants to attach a 2×2 picture to their barangay certificate.

The barangay certificate and clearance should contain the registrant’s complete name including the middle name, date of birth, and the complete address.

The team also reminded Dabawenyos to register in identified shopping malls in the city, since National ID registration at the barangays has halted.

PhilSys booths in shopping malls are open from 8 a.m. to 3 p.m. Registrants are advised to come early for the registration since only 180 registrants are accommodated per day.

Those who have finished Step 1 registration will be prioritized for the Step 2 registration at the malls. Walk-ins will only be accommodated in place of “no-show” registrants with confirmed appointments.

Proper attire is required. Sando, sleeveless, sexy shorts, and heavy makeup are not allowed.

Registrants are also reminded to wear face masks and observe physical distancing at all times.

Signed into law by President Rodrigo R. Duterte in August 2018, Republic Act 11055, or the Philippine Identification System Act, aims to establish a single national ID for all Filipinos and resident aliens.

The national ID shall be a valid proof of identity that shall be a means of simplifying public and private transactions, enrollment in schools, and the opening of bank accounts.

It also seeks to boost efficiency, especially in dealing with government services where people will only need to present one ID during transactions.
