Cloudy skies with light to moderate rains and thunderstorms will be experienced over Cagayan, Isabela and Aurora provinces, Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said in its 24-hour forecast released Friday afternoon.
PAGASA also said cloudy skies with light rains will prevail over Ilocos and Cordillera regions, rest of Cagayan Valley and rest of Central Luzon.
Partly cloudy to cloudy skies with isolated rain showers or thunderstorms are expected over Metro Manila and rest of the country.
The northeast monsoon or "amihan" is affecting extreme Northern Luzon, noted PAGASA.
Tail-end of a cold front is affecting Northern Luzon's eastern section.
According to PAGASA, moderate to strong winds from the northeast will prevail over extreme Northern Luzon where coastal waters will be moderate to rough.
"Light to moderate winds coming from the east will prevail over the rest of Luzon and coming from the southeast to east over the rest of the country with slight to moderate seas," it said.
PAGASA expects strong to gale-force winds associated with "amihan" to likely affect Northern Luzon's northern seaboard covering Batanes and Ilocos Norte provinces as well as Calayan and Babuyan islands.
Cloudy skies with light rains are possible in those areas.
Expected 52 kph to 63 kph winds can fan there rough to very rough seas with waves up to 4.5 meters high, PAGASA also said in its gale warning 24 released Friday afternoon.
"Fishing boats and other small seacraft are advised not to venture out into sea while larger sea vessels are alerted against big waves," it added.
