In his year-end message to government officials and employees, he noted how government workers from different fields weathered every crisis with the resilient and enduring spirit that defines Filipinos. "Amidst the disruptions brought by social, political, and environmental issues, civil servants serve as the anchors of stability, the engines of progress, and the symbol of continuity in a world of many uncertainties,' he said. Nograles likewise encouraged the 1.9 million civil servants across the nation to embrace the Christmas spirit and welcome the approaching New Year not only through festive gatherings but also by fulfilling the moral obligation of uplifting the lives of the less fortunate. He remains optimistic that public sector employees will continue working with excellence, integrity, and love for country to build a legacy of good governance for generations to come.
