DOJ orders BuCor to submit initial report on NBP stabbing incident

MANILA-- Justice Secretary Vitaliano Aguirre II on Tuesday ordered the Bureau of Corrections (BuCor) to submit a report regarding the stabbing incident which resulted in the the death of inmate inside the New Bilibid Prison (NBP) in Muntinlupa City.

In a memorandum released Tuesday, Aguirre ordered BuCor Chief Benjamin Delos Santos to submit immediately the initial investigation report on the death of inmate identified as Efren Ventura, including the the actions taken by the BuCor on the matter.

Ventura who was from Dorm 7 of the Maximum Security Compound of the NBP and was stabbed to death Monday afternoon.

In connection with the 10 July 2017 stabbing incident inside the National Bilibid Prison (NBP), which resulted in the death of inmate Efren Ventura, you are hereby directed to immediately submit to the undersigned, the Bureau of Corrections' initial investigation report, including the actions taken by the Bureau after the incident, Aguirre told Delos Santos in a memorandum.

Delos Santos confirmed the incident but refused to give details of the incident, saying it is still under investigation.

Aguirre also ordered the National Bureau of Investigation (NBI) to join the probe.

"In the interest of the public service and pursuant to the provisions of existing laws, [NBI] Director Dante A. hereby directed to compose an Investigation Team to conduct a parallel fact-finding investigation on the stabbing incident that resulted to the death of inmate Efren Ventura," Aguirre said in the department order.

The NBI has been required to submit a periodic report to Aguirre to give him updates on the progress of the probe.

Earlier, Aguirre ordered the NBI to investigate the resurgence of illegal drugs activity inside Bilibid.

He said while the authorities have already managed to stop 75 percent of the illegal drug trade inside the national penitentiary, new leaders have emerged and are attempting to start the drug trade anew.
