MANILA-- Task Force Bangon Marawi will hold a forum on Friday to give updates and discuss the comprehensive inter-agency effort to rehabilitate Marawi City and other affected localities affected by ongoing armed conflict in Mindanao.?
Dubbed Bangon Marawi, the forum at Taft Ballroom of Conrad Hotel in Pasay City will run from 9 a.m. to 12 noon. Invited resource persons are Armed Forces of the Philippines (AFP) Spokesman Brig. Gen. Restituto Padilla; Office of Civil Defense (OCD) Assistant Secretary Kristoffer James Purisima; and Senior Deputy Executive Secretary Menardo Guevarra. ?
Presidential Communications Secretary Martin Andanar is expected to deliver his remarks to welcome participants in the forum.?
Department of National Defense (DND) Secretary Delfin Lorenzana is also expected to expound on the national government's commitment to rebuild Marawi City.?
On June 28, President Rodrigo R. Duterte created the Task Force Bangon Marawi through Administrative Order No. 3 to focus on the recovery, reconstruction and rehabilitation of Marawi City and other areas affected by the ongoing armed conflict.?
The inter-agency task force, headed by Lorenzana and Department of Public Works and Highways (DPWH) Secretary Mark Villar, would develop and implement a comprehensive rehabilitation and recovery program based on a post-conflict assessment of Marawi City and other affected localities.?
Members of the task force include the heads of AFP, Philippine National? Police (PNP), and the Departments of Education (DepEd), Budget (DBM), Health (DOH), Information and Communication Technology (DICT), Interior and Local Government (DILG), Science and Technology (DOST), Social Welfare and Development (DSWD), Trade and Industry (DTI), and Transportation (DOTr).?
Other members are the Cabinet Secretary, top officials of the National Economic and Development Authority (NEDA); Technical Education and Skills Development Authority (TESDA), the Local Water Utilities Administration (LWUA), Mindanao Development Authority (MinDA), National Electrification Administration (NEA), and representative of the Office of the President.?
The task force is also mandated to organize and deploy a quick response team that will provide for the immediate needs of displaced or adversely affected families in the continuing battle in the war-torn city.?
It is also tasked to conduct a post-conflict needs assessment of Marawi to develop and implement a Bangon Marawi Comprehensive Rehabilitation and Recovery Program.?
This includes construction of temporary and permanent shelters for displaced persons; immediate restoration of water and electricity utilities; and the repair and reconstruction of public buildings and infrastructure; provide an environment conducive to the revival of business and livelihood activities; and ensure the restoration and maintenance of peace and order.?
To effectively and efficiently implement these, the task force was also directed to consult with Muslim leaders and local government units.?
On May 23, the President declared martial law in Mindanao following the attacks of Maute terror group in Marawi City and recently allotted PHP20 billion for the recovery and rehabilitation of the besieged city.
