Sarangani enhances rollout of village legislative info system

The provincial government of Sarangani is pushing to institutionalize a system to digitize and come up with a database of all its local resolutions and ordinances.

Vice Governor Elmer de Peralta said on Monday they are continually coordinating with the 141 barangays in the province to ensure the full rollout of the Barangay Legislative Information Tracking System (BLITS), which is part of their “One e-System, One Province” initiative.

He said the provincial government has already released some PHP4.5 million to enhance the implementation of the program.

Around PHP3.5 million was used for the purchase of computer sets, storage drives, and training for local implementers, he said.

“We’re working with our barangays to further improve the system since we also need to move towards electronic or online transactions to cope with the (coronavirus disease 2019 or Covid-19) pandemic,” he said in a statement.

The province received the Best in Government Internal Operations Award in the Digital Governance Awards 2021 last October 19 in line with the BLITS rollout.

The search was spearheaded by the Department of Information and Communications Technology, the Department of the Interior and Local Government (DILG), and the National Information and Communication Technology Confederation of the Philippines.

The provincial government has hastened the implementation of BLITS in the last two years in partnership with the Mahintana Foundation, European Union (EU), DILG-Sarangani, Liga ng mga Barangay, and the Sangguniang Kabataan.

De Peralta said it was patterned after the legislative tracking system of the Sangguniang Panlalawigan or provincial board, which was introduced several years ago by the former vice governor and now outgoing Gov. Steve Chiongbian Solon.

He said the system stores electronic copies of resolutions and ordinances passed by the board since the province’s creation in 1992.

Jhoanna Javier, BLITS program manager, said the barangays were given computer software and systems provided by the Mahintana Foundation to facilitate the proper scanning and organizing of their documents.

She said the provincial government provided desktop computer sets and printers with scanners to the 141 barangays.

The EU funded the training of barangay officials and personnel in coordination with the Liga ng mga Barangay, Sangguniang Kabataan, and the seven municipal governments, she said.
