12 Green Lane Projects Operational Following EO 18 Issuance

Manila: The Board of Investments' (BOI) One-Stop Action Center for Strategic Investments (OSAC-SI) reported that 12 projects worth PHP203.63 billion under the green lane have become operational since President Ferdinand R. Marcos Jr. issued Executive Order No. 18. This order was aimed at expediting the processing of permits and licenses for high-impact projects.

According to Philippines News Agency, data provided by BOI Director Ernesto delos Reyes indicated that six of these operational projects, with investments totaling PHP2.86 billion, align with the Marcos administration's goals for food security. Additionally, four strategic investments amounting to PHP14.7 billion have begun operations, aiding the country's shift towards clean energy resources.

Two major projects in digital infrastructure and public-private partnership (PPP) are also now operational. These projects received the largest investments, amounting to PHP186.1 billion. Collectively, these PHP204-billion projects contribute to the overall PHP5.239-trillion investments reported under the green lane initiative as of June 5, following the issuance of EO 18 by President Marcos in February 2023.

Delos Reyes emphasized that these projects are expected to generate over 309,000 jobs and have attracted PHP1.66 trillion in foreign investment, showcasing global investors' strong confidence in the Philippines. The executive order establishes OSAC-SI under the BOI, which issues green lane certificates to strategic investments in sectors like renewable energy, digital infrastructure, PPP, food security, and manufacturing.

Projects with green lane certification benefit from expedited processing of permits, licenses, and other documentary requirements by all national government agencies (NGAs) and local government units (LGUs). Delos Reyes shared a testimonial from a solar farm project, highlighting that the clearances, initially projected to take three to five years, were obtained within 18 months.

The BOI data also revealed that three projects worth PHP2.24 billion are in the pre-operation stage, 36 projects totaling PHP360.42 billion are in the construction phase, and 159 projects valued at PHP4.67 trillion are in the pre-development stage. Delos Reyes assured that the BOI continues to monitor all these projects to ensure their progress, aiming to facilitate investment and job creation for Filipinos.

For the month of May 2025 alone, the OSAC-SI certified seven projects with investments of PHP70.97 billion, expected to generate 5,275 jobs.
