Iloilo City:A total of 122 public schools across 14 local government units (LGUs) in Western Visayas have suspended in-person classes due to an escalating heat index, impacting 113,022 students, as reported by the Department of Education (DepEd).
According to Philippines News Agency, Iloilo City accounts for the highest number of affected students, totaling 73,127, followed by Roxas City with 31,685 students, and other areas in Capiz affecting 8,210 students. The suspensions were prompted by forecasts predicting heat index levels reaching 43 degrees Celsius in Iloilo City, 42 degrees in Roxas City, and 40 degrees in Mambusao, Capiz, and Dumangas, Iloilo.
DepEd Western Visayas information officer Hernani Escullar Jr. explained that under DepEd Memorandum No. 64, series of 2026, a 4H framework is provided to guide schools in selecting suitable learning delivery arrangements amidst the impending Super El Niño. This framework classifies heat conditions into four levels Hayo for normal conditions, Hinay for caution, Hinga for extreme caution, and Hinto for danger.
The guidelines specify that during Hayo conditions, regular in-person classes may continue with hydration breaks. Hinay warrants shorter class hours or flexible learning arrangements, while Hinga necessitates the suspension of in-person classes and the implementation of lighter home-based tasks. All academic activities must cease under Hinto conditions.
Escullar emphasized that teachers and school heads can shift to different modalities to maintain the welfare of learners and staff without affecting educational continuity. Schools may adopt alternative delivery modes independently, provided they inform their respective schools division superintendent.
Private schools are advised to adopt these guidelines where applicable, and state universities and colleges will follow the Commission on Higher Education's directives. DepEd will also adhere to relevant guidelines from local chief executives to prioritize the health and safety of students and teachers while ensuring uninterrupted education.
