Negros island region: At least 185,315 household beneficiaries in the Negros Island Region (NIR) directly affected by the onslaught of Typhoon Tino (international name Kalmaegi) in November 2025 received PHP1.09 billion in Emergency Cash Transfer (ECT) assistance as of Wednesday.
According to Philippines News Agency, the payouts, which began mid-February, covered beneficiaries from across 14 local government units (LGUs). The Department of Social Welfare and Development (DSWD) reported that the program's implementation was particularly effective in the towns of Hinigaran and La Castellana, where 100 percent of the ECT has been distributed.
Hinigaran accounted for 23,636 beneficiaries, receiving PHP142.72 million, while La Castellana had 17,511 beneficiaries, with PHP106.05 million. Beneficiaries whose houses were destroyed received PHP10,325 each, while those with damaged houses received PHP5,369 each.
Additional LGUs covered include Bago City, with 22,294 beneficiaries receiving PHP127.32 million; Binalbagan, 22,750 beneficiaries with PHP123.85 million; Himamaylan City, 30,129 beneficiaries with PHP161.83 million; Isabela, 14,602 beneficiaries with PHP96.93 million; and La Carlota City, 15,097 beneficiaries with PHP92.20 million.
The list continues with Moises Padilla having 11,584 beneficiaries receiving PHP79.05 million; Pontevedra with 8,171 beneficiaries receiving PHP47.35 million; Pulupandan with 3,740 beneficiaries receiving PHP26.99 million; San Enrique with 3,595 beneficiaries receiving PHP21.16 million; Valladolid with 1,843 beneficiaries receiving PHP10.16 million; Bacolod City with 6,396 beneficiaries receiving PHP34.66 million; and Canlaon City with 2,957 beneficiaries receiving PHP18.42 million.
The recipients in Bacolod City were part of an additional 15,199 household beneficiaries included in the third and final payout batch, after being excluded from the first two payouts last December. The DSWD-NIR continues to ensure that all eligible beneficiaries are given the necessary assistance to recover from the impact of the calamity.
