20 DPWH Personnel Face Charges Over Flood Control Project Anomalies

Manila: Department of Public Works and Highways (DPWH) Secretary Vince Dizon has filed corruption charges against 20 personnel from the Bulacan 1st District Engineering Office (DEO) and four private contractors at the Office of the Ombudsman.

According to Philippines News Agency, the charges include violations of Republic Act 3019 (Anti-Graft and Corrupt Practices Act), Article 217 of the Revised Penal Code (Malversation of Public Funds), related to Articles 171 of the Revised Penal Code, Republic Act 9184, and other pertinent laws. Among those charged are former Bulacan 1st DEO District engineer Henry Alcantara, former assistant district engineer Brice Ericson Hernandez, and several other officials and engineers from various sections of the DEO.

The private contractors facing charges include Sally Santos from SYMS Construction Trading, Mark Allan Arevalo from Wawao Builders, Ma. Roma Angeline Rimando with beneficial owner Cezarah Rowena Discaya from St. Timothy Construction Corporation, and Robert Imperio from IM Construction Corporation. The action follows President Ferdinand R. Marcos Jr.'s directive to address corruption in flood control projects in Bulacan.

DPWH Secretary Dizon emphasized the importance of accountability, reflecting President Marcos Jr.'s stance on holding all involved parties responsible, regardless of their connections. Dizon stated that this marks the beginning of more cases, as an Independent Commission, as suggested by the President, has yet to be established.

In a related development, Dizon has temporarily suspended the requirement for DPWH personnel to wear office uniforms during the investigation of the flood control projects. The memorandum, dated September 9, aims to protect personnel from harassment and bullying, ensuring they maintain presentable attire at all times.
