2025 Budget to Prioritize Water Management for Disaster Resilience.

Manila: The proposed 2025 national budget worth PHP6.352 trillion would prioritize projects aimed at enhancing the country's water management systems to boost resilience and sustainability amid frequent natural disasters. In his speech during the resumption of session, House of Representatives Speaker Martin Romualdez stated that the national budget for next year would allocate funds for a strategic shift from traditional flood control to comprehensive water management. This includes water impounding systems designed to harvest rainwater, mitigate flooding, and ensure water availability during the dry season. According to Philippines News Agency, Romualdez emphasized that these projects are intended to create a more resilient and sustainable future for communities. He further disclosed that PHP293.23 billion has been earmarked for next year's spending plan on social services and safety net programs. This allocation complements the PHP591.8 billion already set aside by the Department of Budget and Management. The funds are aimed at supporting programs such as Assistance to Individuals in Crisis Situations, Ayuda sa Kapos ang Kita Program, Sustainable Livelihood Program, and several other initiatives. Romualdez also highlighted ongoing legislative efforts to enhance disaster readiness. A key development is the House adoption of the Senate's version of the proposed Ligtas Pinoy Centers Act, which mandates the establishment of fully equipped evacuation centers in each city and municipality. "This legislative measure is essential for protecting communities during disasters," he noted. In addition, Romualdez commended President Ferdinand R. Marcos Jr. for declaring Monday as a day of national mourning to honor the 150 lives lost in the wake of Severe Tropical Storm Kristine (international name Trami). He also expressed gratitude to his colleagues for prioritizing disaster response over rest during the September 28 to November 3 recess.
