Tacloban city: At least 52 former New People's Army members received safe conduct passes Friday through the government's amnesty program. Tacloban City Mayor and Local Amnesty Board Chair Alfred Romualdez, along with military officials, led the distribution. These passes guarantee mobility and protection for former rebels while their amnesty applications are processed.

According to Philippines News Agency, recipients 'Nilyn' and 'Percy' expressed their gratitude, stating that the document offers a chance to rebuild their lives. "This gives us hope to start a new life," Nilyn said, thanking the government for providing a second chance after over three decades with the rebels. Percy highlighted the pass's importance for those with pending court cases, as it allows free movement without fear of immediate arrest.

Col. Rico Amaro, deputy commander of the 802nd Infantry Brigade, made an appeal to the recipients to help persuade active rebels to surrender. The amnesty application period is open until March 2026. Authorities reported that more than 200 former rebels have applied for amnesty under the Tacloban board.

The military estimates that 28 armed NPA members remain active in the Leyte and Samar islands.
