Manila: The Department of Social Welfare and Development (DSWD) announced that the Assistance to Individuals in Crisis Situation (AICS) is set to assist the clients of the no longer funded Ayuda sa Kapos ang Kita Program (AKAP) with a significant budget allocation of PHP63.8 billion for the year 2026.
According to Philippines News Agency, Director Edwin Morata of the DSWD Crisis Intervention Program (CIP) confirmed through a Facebook post that there is adequate AICS funding to support former AKAP clients. This support includes the issuance of guarantee letters (GLs) for eligible beneficiaries. Morata emphasized that the 3.9 million individuals previously under AKAP will now be part of the AICS program. He highlighted the importance of this transition, noting that many are facing crises such as medical expenses and hospitalizations.
The AKAP was a two-year initiative implemented in 2024, reaching 3.9 million Filipinos in 2025. Morata reassured that those who were covered by AKAP will now be accommodated by AICS, which previously relied heavily on cash assistance. The program aims to ensure that assistance is used for its intended purpose. To achieve this, the use of GLs has been emphasized, ensuring that financial aid is directed toward approved purposes only.
The DSWD has expanded its partnerships with various entities, including private hospitals, therapy centers, pharmacies, supermarkets, and transportation companies, to better serve beneficiaries. Eligibility for the AICS program requires a triggering circumstance such as hospitalization or critical medical procedures. Applicants, or their relatives, must coordinate with the CIP office for assessment, and GLs can cover amounts up to PHP150,000, with higher amounts possible for severe cases as assessed by social workers.
The program is designed to assist individuals experiencing crises, regardless of their income level, and Morata assured that the issuance of GLs is free from political influence. DSWD Secretary Rex Gatchalian has directed the strict enforcement of non-partisanship during cash payouts to ensure fairness and transparency.
