On Wednesday, the commission rolled out the 2025 Accelerated Climate Transition (ACT) Local Programme at the University of Antique main campus in Sibalom town to assist the LGUs in coming up with their climate adaptation plans.

According to Philippines News Agency, the CCC Vice Chairperson and Executive Director Robert Borje stated in an interview, 'We are here to assist the LGUs come up with their Local Climate Change Action Plans (LCCAPs) that would not only be for compliance, but to be used as a basis for their action for them to be ready for the impact of climate change.' LGUs could also access the PHP1 billion People's Survival Fund (PSF) of the national government for their proposed climate adaptation projects identified in their LCCAPs.

Borje further mentioned that under the administration of President Ferdinand R. Marcos Jr., 90.61 percent or 1,558 out of 1,715 LGUs have submitted their LCCAPs as of March 2025. The CCC aims to increase the compliance rate by the end of the year, starting with the rollout of the ACT Local Programme in Antique.

The activity was conducted in collaboration with the Office of Senator Loren Legarda, who is the author of the Climate Change Act of 2009. In her keynote message, Legarda emphasized the urgency in LGUs' actions, noting that it could save lives and livelihoods. 'Through the LGUs' formulation and implementation of their LCCAPs, lives of the people could be spared from floods during heavy rains, and they will not go hungry during the dry season,' she stated.

Senator Legarda also highlighted that the formulation of the LCCAPs aligns with national climate policies, allowing LGUs to understand their vulnerabilities and risk areas. She added that with their LCCAPs, LGUs could have projects that would provide sustainable livelihoods to their people.
