BARMM Chief Signs Law to Establish Leadership Awards for Local Leaders

Manila: Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) Interim Chief Minister Abdulraof Macacua has signed into law a bill that recognizes the exemplary leadership first espoused by Sheik Hashim Salamat, the founding chair of the Moro Islamic Liberation Front (MILF), a regional lawmaker said Thursday.

According to Philippines News Agency, BARMM Parliament Member Naguib Sinarimbo, the principal author of the 'Salamat Excellence Award for Leadership (SEAL) Act of 2025,' lauded Macacua for signing into law his bill on Wednesday that primarily gives recognition to leaders with extra-special leadership skills in governing the region. "The SEAL program is the highest leadership award that recognizes exemplary leaders in the Bangsamoro region," Sinarimbo said in a statement.

On August 20, the Bangsamoro Transition Authority, the BARMM's provisional lawmaking body, voted 39-1-0 in favor of enacting BTA Bill No. 355, or the SEAL Act of 2025, on third and final reading. "Based on my study, Sheik Salamat has three leadership styles worth emulating by every Bangsamoro leader," Sinarimbo said, enumerating them as Accountable Leadership, Participatory Leadership, and Service-Oriented Leadership.

Sinarimbo mentioned that the act would be funded by a PHP20-million development grant to be awarded annually to the top-performing local chief executive in the region.
