Bicam Concludes Deliberations on 2026 Budget Bill with Committee Report Signing

Manila: The bicameral conference committee successfully reconciled differing votes on House Bill 4058, also known as the General Appropriations Bill, by signing the Committee Report on Sunday afternoon. This development marks the finalization of a PHP6.7 trillion budget for government operations in 2026. According to Philippines News Agency, the House Appropriations Committee Chairperson, Nueva Ecija Representative Mikaela Suansing, who spearheaded the House's delegation, emphasized that the report's signing signifies the conclusion of the conference committee's discussions. Suansing highlighted the shared commitment of both legislative houses to crafting a national budget that is responsive and accountable. Other House Members in attendance included Representatives Jose Alvarez, Javier Miguel Benitez, Albert Garcia, Marcelino Libanan, Jurdin Jesus Romualdo, and Allan Ty. Senate Finance Committee Chair Sherwin Gatchalian acknowledged the thorough process the reconciled bill endured, noting that the document , approximately 4,300 pages long, was reviewed five times. Gatchalian also mentioned that the document and its annexes would be accessible on the transparency portals of both chambers following ratification. The House of Representatives and the Senate are scheduled to ratify the report in a plenary session on Monday afternoon. Once ratified, the appropriations bill will be sent to the President for approval, with the signing anticipated in the first week of January 2026.
