Mindoro: The Bureau of Jail Management and Penology (BJMP), in partnership with the Commission on Elections (Comelec), facilitated an on-site voters' registration for persons deprived of liberty (PDLs) at the Bansud District Jail.
According to Philippines News Agency, the activity was conducted in coordination with the Bansud local government unit Comelec satellite office, bringing government services directly inside the facility to ensure accessibility for qualified registrants. A total of 99 PDLs, consisting of 86 males and 13 females, successfully registered during the initiative. Jail officials noted that this effort marks a significant step in upholding the right to suffrage among individuals in custody.
In a statement, JO3 Joefrie Anglo, spokesperson of BJMP Mimaropa, emphasized the agency's commitment to safeguarding the constitutional rights of PDLs. "This initiative affirms our steadfast commitment to uphold the constitutional rights of persons deprived of liberty, ensuring that their voice remains part of our democratic process despite their present circumstances," Anglo said. He added that the activity highlights the strong partnership between BJMP and Comelec in advancing inclusive governance by ensuring that voter registration services remain accessible to marginalized sectors, including persons deprived of liberty.
Under existing election policies, qualified PDLs may register and vote, subject to guidelines set by Comelec. Authorities stated that bringing registration services inside jail facilities helps remove barriers that may prevent PDLs from participating in the democratic process. BJMP officials reiterated that beyond custodial functions, the bureau remains focused on programs that promote the welfare, rehabilitation, and reintegration of PDLs, including initiatives that strengthen civic awareness and participation.
The on-site registration forms part of ongoing efforts to expand voter education and registration coverage across sectors, ensuring that no eligible Filipino is left behind in the exercise of democratic rights.
