BOC and DA to Donate Seized Frozen Mackerel Worth P202-Million to DSWD

Manila: The government is set to donate to the public, through the Department of Social Welfare and Development (DSWD), 720 metric tons of smuggled mackerel that were seized by the Bureau of Customs (BOC) and the Department of Agriculture (DA) at the Port of Manila earlier this year. This initiative aims to aid communities affected by recent tropical cyclones and other natural disasters.

According to Philippines News Agency, during an inspection of several container vans at the Manila port, BOC Commissioner Ariel Nepomuceno and DA Secretary Francisco Tiu Laurel Jr. stated that President Ferdinand R. Marcos Jr. identified the frozen fish for potential donation. The DA chief confirmed that the fish cargoes have been tested and are fit for human consumption. 'President Marcos wants these smuggled fish turned over to the Department of Social Welfare and Development so they end up on the plates of suffering Filipinos who need them the most,' Tiu Laurel expressed.

On a legal front, Nepomuceno noted that cases have been filed against the consignees and brokers of the shipment from China. 'Preliminary investigation is being conducted by the Department of Justice (DOJ),' he mentioned in an interview. Criminal charges were filed in March for violations under the Customs Modernization and Tariff Act (CMTA), specifically Section 1401 in relation to Sections 1400 and 117 of Republic Act 10863.

Each container of the seized fish carries approximately 30 metric tons, culminating in a total of about 720 metric tons, which is equivalent to 720,000 kilos. This amount is sufficient to distribute at least one kilo of fish to more than 700,000 families, providing substantial relief to those in need.

President Marcos has instructed regulatory agencies, particularly the DA, to intensify efforts against agricultural smuggling. This is not only to protect local producers and public health but also to ensure that lawful taxes and duties are properly collected. 'This is more than just enforcement. It's protecting the Filipino farmers and fishermen, and ensuring public health,' Tiu Laurel emphasized.
