Muntinlupa City: The Bureau of Corrections (BuCor) and the Department of Environment and Natural Resources (DENR) have signed an agreement to formally secure the land boundaries of Iwahig Prison and Penal Farm (IPPF) in Puerto Princesa City, Palawan.
According to Philippines News Agency, the memorandum of agreement (MOA) was signed by BuCor Director General Gregorio Pio Catapang Jr. and DENR-Mimaropa officer-in-charge Regional Executive Director Felix Mirasol Jr. during ceremonies at the BuCor headquarters in Muntinlupa City. In a statement, Catapang emphasized the importance of formalizing land ownership to ensure proper classification and management of the 29,000-hectare BuCor property.
He stated, "If you have a land title, it serves as the legal basis for ownership, providing a solid foundation for any transactions or actions related to the land." Catapang added that the agreement symbolizes a commitment to effective land management and reflects a shared vision of ensuring that resources are recognized, protected, and utilized in a manner benefiting the community while upholding environmental integrity.
Under the agreement, DENR will carry out an actual ground delineation survey to validate land cover, vegetation, slope, elevation, and land classification. The agency will also prepare recommendations for the issuance of a Presidential Proclamation or Special Patent to formally recognize BuCor's land ownership.
BuCor will be responsible for securing and submitting all necessary land-related documents, including titles, tax declarations, and clearances. Additionally, the bureau will fund expenses related to the survey and documentation process.
The MOA takes effect immediately and will remain in force until the Presidential Proclamation or Special Patent is issued. This agreement is anticipated to strengthen BuCor's long-term land management strategy, securing its assets for correctional and community development initiatives. It represents a significant step in establishing clear boundaries and the legal status of properties under BuCor's jurisdiction nationwide.
