BuCor Bans Activist Fides Lim from Prisons for Repeated Violations

Manila: The Bureau of Corrections (BuCor) on Monday announced it has permanently banned self-styled activist Fides Lim, spokesperson of Kapatid, from entering all prisons and penal farms across the country. Lim is accused of repeated violations and unruly behavior, prompting the prohibition.

According to Philippines News Agency, BuCor Director General Gregorio Pio Catapang Jr. detailed the ban in a letter to Justice Secretary Jesus Crispin Remulla dated July 12. The prohibition against Lim came into effect on April 29 following a thorough investigation. The investigation revealed multiple instances of defiance, arrogance, and disruptive conduct towards corrections officers, including high-ranking officials, during her visits to the New Bilibid Prison.

Lim's alleged infractions include refusing to adhere to queuing procedures, interfering with visitors to gain priority, and ignoring protocols on bringing in medicines. Additional violations include disregarding parking regulations within prison camps, refusing to be frisked, and threatening legal action against personnel who insisted on frisking her. Furthermore, Lim is accused of bypassing security protocol by arranging an interview of a person deprived of liberty (PDL) by the De La Salle University School of Law, an activity not included in her approved request for food donation and distribution.

In a statement, Catapang emphasized that all visitors to BuCor-operated prisons and penal farms are treated equally. He stated, "There are procedures to follow when visiting a PDL, and we treat everyone the same. No special treatment; all are equal." Catapang stressed the importance of maintaining order and adhering to security protocols within the correctional system to ensure a safe environment for both staff and PDLs.

He also addressed misconceptions regarding the term "political prisoners," clarifying that all current PDLs have been convicted of crimes against the state.
