Manila: Bureau of Corrections (BuCor) Director General Gregorio Pio Catapang Jr. on Thursday expressed full support to the planned integration of his agency with the Bureau of Jail Management and Penology (BJMP). Department of the Interior and Local Government Secretary Jonvic Remulla had earlier announced the integration plan, aligning with President Ferdinand R. Marcos Jr.'s directive to streamline resources and address jail congestion.
According to Philippines News Agency, Catapang stated that the initiative aligns with the 2023-2028 Philippine Medium Development Plan of the Marcos administration, which aims to establish a unified penological and correctional system. This system seeks to promote efficiency, fairness, and human rights within the Philippine correctional landscape.
Catapang emphasized that the proposal aims to streamline operations and policies across different correctional facilities and agencies. This would enhance the administration of justice, making it more efficient and effective in handling offenders and promoting rehabilitation.
By consolidating the BuCor and BJMP, the government intends to create a more cohesive framework for managing correctional facilities. This move demonstrates a commitment to reform and acknowledges the need for a modernized corrections system that can better serve both inmates and society at large.
Catapang highlighted that the initiative not only seeks to optimize operations but also aims to improve overall conditions within the penal system, promoting rehabilitation and reducing recidivism. The plan emphasizes the importance of good governance and the protection of human rights, which are crucial for a fair and just correctional system. This aligns with achieving economic and social transformation, creating a more inclusive and resilient society where all citizens have equal opportunities.
The BuCor chief also noted that the planned merger is not without precedent. He cited international practices where correctional facilities operate under a unified administration, leading to enhanced oversight and resource management.
