Manila: The Commission on Elections (Comelec) is poised to conduct special elections in Cavite's fourth district after the expulsion of Representative Francisco Barzaga Jr. The announcement follows the decision by the House of Representatives to remove Barzaga, necessitating the need for a replacement.
According to Philippines News Agency, Comelec Chairperson George Erwin Garcia stated in an interview on Wednesday that preparations for the special election are underway, with potential dates set for August 22 or August 29. The timing is crucial to avoid conflict with the Bangsamoro Parliamentary Elections scheduled for September 14. Garcia emphasized the need for a budget of PHP200 million to facilitate the special elections, covering expenses such as personnel mobilization.
Garcia also mentioned plans to request additional funding from the President and the Department of Budget and Management, tapping into the contingency fund for the election process. Despite his expulsion, Barzaga is eligible to run for the same position, as his removal does not constitute a perpetual disqualification from public office. As long as candidates meet the requirements related to age, citizenship, residency, voter registration, and literacy, they can contest in the elections.
The expulsion of Barzaga was decided by a 265-14 vote in the House, with eight members abstaining. The decision was based on recommendations from the Committee on Ethics and Privileges, citing disorderly behavior, conduct unbecoming of a member, and violations of the House Code of Conduct as reasons for his removal.
