Cebu: The severe flooding that recently struck Cebu during Typhoons Tino (international name Kalmaegi) and Uwan (international name Fung-wong) cannot be attributed to a single cause, according to Environment Undersecretary Carlos Primo David. In a radio interview, David explained that various elements contributed to the disaster, highlighting potential enforcement gaps and issues in watershed management as critical areas needing attention for long-term solutions to prevent future occurrences.
According to Philippines News Agency, the Department of Environment and Natural Resources (DENR) Region 7 (Central Visayas) is actively investigating the Monterraza development. Initial findings have prompted notices of violation to be issued to the developer. The primary concern revolves around the unauthorized cutting of over 700 trees within the 140-hectare property, a move that allegedly breaches forestry and environmental laws. Monterraza's developer, Mont Property Group, refutes these claims.
David emphasized that the flooding should not be solely blamed on the Monterraza development, as numerous factors were at play. He identified four significant contributors: unprecedented levels of rainfall, multiple upstream developments affecting the watershed, ineffective flood-control structures, and inadequate early warning systems. He stressed that these factors collectively exacerbated the flooding situation, underscoring systemic failures beyond a single development project.
David acknowledged potential shortcomings within the DENR in terms of monitoring and enforcement, while also highlighting the need for comprehensive solutions. In collaboration with Cebu Governor Pam Baricuatro, a flood mitigation framework has been proposed, focusing on stricter land-use planning, enhanced flood-control structures, and modernized early warning systems. Additionally, restoring natural landscapes and absorption areas is deemed crucial for effective flood management.
To mitigate future disasters, David advocated for the integration of grey infrastructure, such as retaining walls, with natural solutions like open spaces and permeable surfaces. He highlighted the importance of upstream watershed management, including reforestation and natural detention ponds, to prevent excessive water flow. Citing successful examples from cities like Tokyo and Thailand, David urged the adoption of innovative approaches to flood management beyond traditional methods.
