Melbourne: The Commission on Filipinos Overseas (CFO) is positioning Melbourne as a pilot 'laboratory' and a model for diaspora engagement and youth development programs, following talks with Philippine Ambassador Jesus Domingo on expanding migration cooperation in Australia.
According to Philippines News Agency, CFO Chairperson Dante 'Klink' Ang II said the discussions highlighted proactive diaspora management in a host country, such as Australia, where the Filipino population is rapidly growing. 'Our goal is to position Melbourne as a 'laboratory' for diaspora engagement,' Ang said, noting Melbourne's robust network of Filipino organizations.
The CFO said recent data indicate that the number of Filipino migrants in Australia has reached approximately 412,530 as of 2025, nearly doubling from a decade ago, making it an ideal testing ground for more proactive diaspora engagement models. Ang said the CFO aims to leverage this demographic to foster bilateral development, adding that the Philippines has consistently ranked among the top five countries of birth for overseas-born residents in Australia.
The agency said part of the plan is to scale up key initiatives, including expanding the Australia Subclass 407 Training Visa and the Youth Leaders in the Diaspora (YouLead) Program, aimed at strengthening skills development and leadership pathways and promoting cultural ties with the home country. It also plans to align its BaLinkBayan platform with local initiatives in Australia, including possible cooperation in engineering projects and a proposed 'BuildWatch' system for monitoring and accountability.
Officials said safeguards and monitoring systems have also been reinforced through a memorandum of understanding between the Government of South Australia and the Technical Education and Skills Development Authority (TESDA). Meanwhile, the Philippine Consulate also reported positive engagement among participants in the YouLead Program, which has gained traction among young Filipino-Australians.
The CFO also plans to further enhance the initiative by expanding age coverage and introducing hybrid learning formats tailored to young professionals. Ang noted that the CFO, established under Batas Pambansa 79, is mandated to promote the welfare of Filipinos overseas, preserve their cultural and economic ties with the Philippines, and advise the government on migration policy.
