Bicol: The Commission on Higher Education in Bicol (CHED-5) has urged higher education institutions (HEIs) in the region to adopt the 'Zone of Peace' concept, which promotes campus safety while encouraging student participation, inclusion, and community engagement.

According to Philippines News Agency, the initiative urges HEIs to foster peace by implementing strategies that prevent violence and by promoting programs that enhance participation, respect, and a sense of belonging within the academic community.

CHED-5 Regional Director Demetrio Anduyan Jr. stated that the concept is anchored in the PEACE framework, which covers Peace and Protection; Empowerment and Engagement; Arts and Culture; Creativity and Community; and Environment and Education. "Schools should be places where our learners feel safe and secure, where they enjoy learning, build friendships, discover their talents, express themselves, and grow freely," Anduyan said in an interview.

He emphasized that a Zone of Peace should be part of students' daily experiences. "Under the framework, HEIs are called to strengthen measures to address violence, bullying, harassment, intimidation, and discrimination while providing opportunities for student participation, leadership, artistic and cultural activities, community involvement, and environmental initiatives," he added.

The concept also promotes the involvement of various stakeholders, including students, faculty members, parents, alumni, local government units, the Philippine National Police, nongovernmental organizations, civil society groups, and cultural organizations. Suggested activities include peace-building dialogues, student-led programs, arts and cultural activities, sports and recreation, volunteer work, environmental initiatives, and community engagement.

Existing campus facilities such as gardens, libraries, student centers, cultural spaces, and open grounds may also be used for interaction, collaboration, and other activities involving members of the academic community.
