City hall: The Sangguniang Panlungsod approved Supplemental Budget No. 5, amounting to over PHP119.94 million, with PHP98 million designated for Service Recognition Incentive (SRI) and gratuity pay for qualified city hall employees.

According to Philippines News Agency, City Budget Officer Viminale Capulso revealed in an interview that PHP44.94 million has been allocated for the SRI, while PHP53.2 million is set aside for gratuity payments. The incentive package aims to reward 2,257 permanent employees, each entitled to a PHP20,000 SRI, subject to tax, whereas the gratuity amount will vary based on the number of eligible job orders (JOs) and contract of service employees.

For JOs and contract of service holders to receive the full gratuity, they must have served for at least four months and remain employed as of December 15. Those with less than four months of service will receive a pro-rated amount. Capulso emphasized the incentive as a recognition of the employees' performance and dedication over the past year, acknowledging that while the amount is modest, it serves as a form of appreciation.

Efforts are underway to expedite the release of these funds, given that bank operations are only available until December 26. The finance office is committed to working overtime, including weekends, to process the payments, contingent on the timely preparation and submission of payroll data to the budget office.

Capulso also noted that the budget for the Productivity Enhancement Incentive for regular employees has been incorporated into the city's annual budget, eliminating the need for additional supplemental funding.
