Baguio City: The Commission on Elections - Cordillera Administrative Region (Comelec-CAR) is intensifying its monitoring efforts in the province of Abra, which has historically been an area of concern during election periods. This heightened vigilance comes as nine towns in Abra have been classified under the yellow category, while one town is under the orange category.
According to Philippines News Agency, the yellow category designation is attributed to a historical record of intense political rivalry. In contrast, the orange category signifies not only intense political rivalry but also potential threats due to the presence of communist terrorist groups. 'We are looking into it together with the law enforcement agencies to prevent escalation of political rivalries,' stated Comelec-CAR Assistant Director Vanessa Roncal on Monday.
The Comelec has collaborated with the Armed Forces of the Philippines and the Philippine National Police to monitor the situation in the yellow category towns of Bangued, Dolores, Lagangilang, Licuan Baay, Malibcong, Penarrubia, Pidigan, Pilar, and Tayum. Additionally, the town of Bucay has been classified under the orange category. Moreover, the town of Lubuagan in Kalinga province is also under the yellow category due to similar concerns.
Roncal emphasized the importance of vigilance, stating, 'Binabantayan natin (We are watching it) and if there is a need to deploy more law enforcement agents to prevent problems, then we will do it.' This proactive approach is aimed at ensuring peaceful and orderly elections in the identified areas.
Police Regional Office-Cordillera chief Brig. Gen. David Peredo highlighted efforts from past elections, including dialogues with opposing political parties to foster understanding. He mentioned that peace covenants and law enforcement operations are potential measures, along with continuous monitoring of private armed groups. 'There used to be nine groups (but) now we (only) have four. But we continue to monitor them even if they have been dismantled. Right now, we do not see any actions from them but we do not know in the coming days so we have to be on guard,' he explained.
