Marikina city: The Commission on Elections (Comelec) has issued the Certificate of Finality and the Entry of Judgment on the petition lifting the suspension of Marcelino "Marcy" Teodoro's proclamation, marking the reinstatement of his certificate of candidacy (CoC). This decision clears the way for Teodoro's official proclamation as the elected congressional representative of Marikina City's 1st District, following the May 2025 polls.
According to Philippines News Agency, the Comelec's certificate, dated July 1, declared the resolution immediately executory under the Comelec Rules of Procedure. The commission emphasized that the ruling became final and executory as no restraining order was issued by the Supreme Court within five days of the parties receiving the resolution.
The Comelec en banc's decision overruled a previous ruling from December 11, 2024, by its 1st Division, which had canceled Teodoro's CoC during his tenure as Marikina City mayor. The reversal granted the consolidated motions for reconsideration filed by Teodoro, effectively denying the petitions of Aquilino 'Koko' Pimentel III, Katrina Mari Faye Marco, Angelu Estanislao, and Ma. Luisa de Guzman that sought to cancel his CoC.
The Certificate of Finality was signed by lawyer Genesis Gatdula, Clerk of the commission. The Comelec had earlier lifted the suspension of Teodoro's proclamation as the winning congressional candidate for Marikina City's 1st District after reinstating his CoC. The en banc found that the petitioners could not substantiate claims of material misrepresentation by Teodoro concerning his residency in Barangay San Roque, 1st District.
Teodoro emerged victorious in the May 12 congressional election in Marikina City's 1st District, securing 75,062 votes against Pimentel. Comelec spokesperson John Rex Laudiangco stated that the City Board of Canvassers of Marikina City is tasked with conducting Teodoro's proclamation. He noted that the board had received Comelec's order and would proceed according to procedural rules.
