Manila: The Commission on Elections (Comelec) is preparing to request an explanation from Centerways Construction and Development, Inc. president Lawrence Lubiano regarding his campaign donations to Senator Francis 'Chiz' Escudero during the May 2022 elections.
According to Philippines News Agency, Comelec Chairperson George Garcia announced that a show cause order would be issued to Lubiano on Thursday. This action is part of an ongoing investigation into potentially prohibited campaign donations. "Tomorrow, we will issue a show cause order to Mr. Lubiano now that he has admitted in the House of Representatives hearing that he gave PHP30 million to Senator Escudero," Garcia stated. "We want to get his side and explanation."
Garcia also mentioned plans to send a separate letter to Senator Escudero, who has acknowledged receiving the campaign donation from Lubiano. "Let's wait for his (Lubiano) answer and, then, we will send a show cause order or letter to Senator Chiz Escudero to explain his side," Garcia added.
Meanwhile, the Comelec has reached out to the Department of Public Works and Highways (DPWH) to identify companies that held government contracts during the May 2022 election period. A list of 52 contractors was initially sent to the DPWH, and the commission is awaiting a response. "We asked DPWH if any of the 52 had contracts with the government during the 2022 elections, during the filing of candidacy, or after the election to find out if they were government contractors," Garcia explained.
The poll body has initially identified 43 contractors who allegedly contributed to seven national candidates, along with 15 political parties and party-list organizations. Additionally, nine more contractors were found to have donated to local candidates, including two candidates for governor and two for vice governor.
Section 95 (c) of the Omnibus Election Code (OEC) prohibits campaign contributions from contractors engaged in government projects.
