CPP-NPA Accused of Exploiting Corruption Issues for Recruitment, NTF-ELCAC Alerts

Manila: The National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) has issued a warning regarding the strategy employed by communist rebels to capitalize on public dissatisfaction over government corruption to bolster their ranks.

According to Philippines News Agency, NTF-ELCAC executive director, Undersecretary Ernesto Torres Jr., emphasized that the most perilous form of corruption extends beyond the misappropriation of public funds and includes the manipulation of the Filipino mindset. He revealed that it is a well-documented tactic of communist rebels to leverage societal anger towards governmental corruption as a means to recruit new members, particularly focusing on the youth and those in vulnerable communities.

Torres highlighted testimonies from former rebels, especially young individuals, who cited bureaucratic corruption as a motivating factor for their initial involvement in armed resistance. These ex-rebels have disclosed how the Communist Party of the Philippines-New People's Army-National Democratic Front (CPP-NPA-NDF) exploits this environment by targeting the youth, students, and susceptible sectors, including public servants, by distorting legitimate grievances into recruitment strategies for violent extremism.

The statement from NTF-ELCAC comes at a time when corruption scandals surrounding government flood control projects remain prominent in the news. Torres underscored the importance of maintaining educational institutions and communities as safe environments for genuine discourse and constructive civic participation.

He expressed concern over institutions potentially becoming channels for terror grooming by the CPP-NPA-NDF, instead of nurturing a sincere patriotism. The task force has called on parents, educators, civil servants, and communities to be vigilant in safeguarding both national resources and the youth's mindset.

Furthermore, NTF-ELCAC urged lawmakers to focus on eradicating corrupt officials from government positions, while also enacting legislation to ensure that recruiters of terrorism are held accountable under the law.
