Manila: All government agencies are now required to establish and implement their workplace policies on human immunodeficiency virus and acquired immune deficiency syndrome (HIV-AIDS). In a news release on Thursday, the Civil Service Commission (CSC) said it issued the "Enhanced Guidelines in the Implementation of Workplace Policy and Education Program on HIV and AIDS in the Public Sector" under CSC Resolution 2500398.
According to Philippines News Agency, the resolution was promulgated on May 23 in a move to strengthen public sector response to the health issue and aims to promote awareness and support for persons living with HIV (PLHIV) in government workplaces. The CSC outlined specific measures that agencies may adopt, including educational and awareness programs, access to information and services related to HIV prevention and treatment, adherence to occupational health and safety standards, and the promotion of non-discriminatory and confidential workplace practices.
All agencies are urged to coordinate with the Department of Health and the Philippine National AIDS Council (PNAC) in delivering accurate information and services, such as counseling, testing, care, and treatment for employees. The CSC also said the confidentiality of employees' medical records and HIV status must be protected in compliance with the Data Privacy Act of 2012 or Republic Act 10173.
The policy applies to all public sector employees, regardless of appointment status, in national government agencies, local government units, government-owned and -controlled corporations with original charters, and state universities and colleges. The CSC also required agencies to report their HIV and AIDS prevention and control initiatives to the PNAC annually.
