DA Studies Cebu Application System for PHP20/kg Rice Rollout

Manila: The Department of Agriculture (DA) announced that it is conducting a study to potentially adopt an application system used by the Cebu provincial government. This initiative aims to streamline the distribution of PHP20 per kilogram of rice at Kadiwa ng Pangulo (KNP) sites across the country.

According to Philippines News Agency, the PHP20 per kg rice program, known as 'Benteng Bigas Meron (BBM) Na', was launched in Cebu's Kadiwa ng Pangulo Center on May 1. However, the planned rollout in Metro Manila was postponed to May 13, due to the Commission on Elections' (Comelec) 'ayuda' ban, which restricts aid distribution 10 days before the midterm polls on May 12.

In a recent online briefing, DA Deputy Spokesperson Assistant Secretary Joycel Panlilio revealed that representatives from the DA-Information and Communication Technologies department have traveled to Cebu to evaluate the application. The system involves an ID with a QR code, which could be used to monitor rice purchases at Kadiwa and local government unit (LGU) sites.

Panlilio emphasized that the DA is analyzing application features, system setup, ID card generation, and other necessary hardware. She mentioned that within two weeks, a recommendation will be submitted to DA Secretary Francisco Tiu Laurel Jr. for implementation.

President Ferdinand R. Marcos Jr. has praised Cebu's LGU for its readiness in implementing the affordable rice program, highlighting the application as a model for nationwide adoption. The DA is also considering collaboration with the Department of Social Welfare and Development (DSWD) to quickly identify beneficiaries from vulnerable sectors.

Starting May 13, the PHP20/kg rice will be available at various KNP sites, including Kamuning Public Market in Quezon City, Mandaluyong Public Market, Pasay City Public Market, Navotas Agora Complex, and New Las Pi±as Public Market. Additional sites in Metro Manila will commence operations on May 15, featuring locations like the Philippine Fiber Industry Development Authority, Bureau of Plant Industry, Bureau of Animal Industry, and more.

The Lingayen, Pangasinan KNP site will also launch the BBM Na program on May 15. The program sets a monthly purchase limit of 30 kg for vulnerable sectors at KNP sites, and a 40-kg limit per beneficiary in the Visayas areas during the pilot phase.
