DBM Approves PHP19-Billion Fund Release for School Infrastructure Projects

Manila: The Department of Budget and Management (DBM) has authorized the release of PHP19.055 billion to the Department of Public Works and Highways (DPWH) aimed at enhancing school infrastructure across the country. This significant financial allocation is set to support various educational projects, including the construction and renovation of school facilities.

According to Philippines News Agency, DBM Secretary Amenah Pangandaman sanctioned the release, which encompasses PHP15.52 billion under the Basic Education Facilities Fund (BEFF), PHP2.61 billion dedicated to the Last Mile Schools Program, and PHP925 million for the conservation and restoration of Gabaldon and other heritage school buildings. The fund release is in line with Special Provision Nos. 5, 21, and 22 of the Department of Education (DepEd) under the 2025 General Appropriations Act (GAA), focusing on the development of public school infrastructure nationwide.

The DBM disclosed that out of the BEFF allocation, PHP8.35 billion has been issued through Special Allotment Release Orders (SARO), with over PHP7.166 billion released under the General Appropriations Act as the Allotment Order (GAAAO), as detailed in Annex A-1 of the National Budget Circular No. 595 dated January 20, 2025. The BEFF aims to alleviate classroom congestion and provide improved learning environments for students in areas with significant needs.

The PHP28.056 billion total allocation under the BEFF in the DepEd's 2025 budget includes PHP23.838 billion transferred to the DPWH for infrastructure implementation. Recent SARO releases account for PHP2.969 billion for constructing 939 new classrooms in 235 locations nationwide, PHP4.887 billion for repairing and rehabilitating 6,275 classrooms in 546 sites, and PHP498.750 million for installing and upgrading sanitary facilities in 176 schools.

For the Last Mile Schools Program, the DBM has released PHP2.610 billion of the PHP2.985 billion transferred to the DPWH, enhancing educational access in remote and underserved communities. The funding will support the construction of 447 new classrooms, along with the replacement and completion of various school buildings and facilities in 143 sites.

The DBM further allocated PHP925 million for the preservation and renovation of 404 heritage schools, including Gabaldon buildings. These funds will be used for site improvements, ensuring the structural integrity of the buildings and adding accessibility features to accommodate diverse student needs.
