Manila: The Department of Budget and Management (DBM) has slashed its proposed 2027 budget to PHP3.12 billion, marking a decrease of PHP444.23 million or 12.45 percent from its 2026 budget, as part of its efforts to promote fiscal discipline.
According to Philippines News Agency, the DBM stated that the 12.45-percent reduction in its proposed budget under the 2027 National Expenditure Program (NEP) demonstrates the agency's commitment to 'disciplined, purposeful, and results-oriented' spending. The agency emphasized the importance of fiscal discipline within the institution responsible for managing the national budget, highlighting the need to control costs, protect essential functions and reforms, and ensure greater value from every peso spent.
The reduction aligns with the Fiscal Year 2027 National Expenditure Program's focus on disciplined and results-oriented spending while ensuring that essential government programs and services are safeguarded. Despite the lower budget proposal, the DBM assured that funds would be allocated to programs and activities with clear mandates and measurable benefits.
The DBM plans to allocate funds for its core mandate and priority reforms in areas such as Budget Allocation Efficiency, Government Operations Efficiency, Digital Transformation, and Organizational Efficacy. These areas aim to improve government planning, allocation, spending, monitoring, and accountability of public resources.
Key projects that the DBM will continue to implement include the PFM Competency Program (PFMCP), which enhances the capabilities of public financial management practitioners, and Project DIME (Digital Information for Monitoring and Evaluation), which supports the monitoring and evaluation of major government projects. Additionally, the spending plan covers Program Convergence Budgeting and the Budget and Treasury Management System.
The DBM also remains committed to advancing transparency, accountability, and citizen engagement through the Philippine Open Government Partnership, alongside organizational strengthening and optimization via the Government Optimization Program. The agency highlighted that these initiatives form part of its broader strategy to ensure fiscal discipline translates to spending public funds where they can deliver greater value and results for the Filipino people.
