DENR Implements Advanced Monitoring Technology Following Nepal Disaster

Manila: Environment Secretary Juan Miguel Cuna has mandated the Department of Environment and Natural Resources (DENR) to intensify the use of drones, satellite imagery, and real-time forest disturbance alert systems to detect environmental threats early and mitigate risks to downstream communities. This directive comes in the wake of the catastrophic debris flow and flash flood near the Nepal-China border, which resulted in thousands of deaths and extensive infrastructure damage.

According to Philippines News Agency, Cuna emphasized that the Nepal disaster highlights the urgent need to manage environmental and geologic risks from forested headwaters to communities downstream. "Protecting our forests and watersheds requires timely information and decisive action," Cuna stated in a news release. He further explained that drones, satellite imagery, and near-real-time monitoring tools enable the early identification of risks, effective personnel deployment, and strengthened enforcement in hard-to-reach areas.

The Philippines, though not facing Nepal's high-mountain conditions, is not immune to similar cascading hazards, such as those caused by natural landslide damming. The DENR referenced the massive debris flow that impacted New Bataan, Compostela Valley (now Davao de Oro) during Typhoon Pablo in 2012, illustrating how upstream risks can rapidly endanger downstream populations when vulnerable landscapes, altered conditions, and extreme weather converge.

Cuna stressed that disaster risk reduction must not solely focus on downstream communities. "What happens in the headwaters does not stay in the headwaters," he explained. "Flood resilience begins upstream by protecting forests, understanding landscape hazards, and making sound land-use decisions."

Science-based mapping is central to identifying areas exposed to landslides and flooding, aiding local governments in making informed decisions on settlements, infrastructure, and disaster preparedness. The DENR's Mines and Geosciences Bureau (MGB) provides geohazard maps covering landslide and flood risks, while the National Mapping and Resource Information Authority (NAMRIA) supplies base maps and topographic data for development planning and emergency response.

The Forest Management Bureau (FMB) utilizes its Satellite Land Monitoring System (SLMS), which combines satellite imagery, geographic information systems, and cloud platforms to produce biannual maps showing changes in land use and forest cover. These tools are designed to provide planners and field personnel with precise, updated information on forest resources and landscape changes, guiding local government units (LGUs) in implementing local evacuation and land-use decisions.

The DENR emphasized that watershed protection has been a government policy for decades, beginning with the Revised Forestry Code of 1975. Integrated planning, reforestation, climate adaptation, and Watershed Management Councils are among the measures used to address flooding, erosion, sedimentation, and landslides.

Cuna highlighted that technology use will complement enforcement against activities threatening critical ecosystems. "We will continue to use every lawful tool to protect critical ecosystems and hold violators accountable," he declared. The DENR has been enforcing environmental regulations against illegal mining, logging, and other activities that could compromise ecosystem integrity. By the second quarter of 2026, approximately 93 cease-and-desist orders have been issued to non-compliant mining companies.

The DENR also urged communities in flood- and landslide-prone areas to heed official weather advisories and warnings from local authorities during severe weather. Cuna reiterated the goal of identifying and addressing risks before they evolve into disasters, stating, "Our goal is to reduce risks before they become disasters by protecting ecosystems, enforcing laws, and collaborating with local communities."
