Cagayan de oro: The Department of Human Settlements and Urban Development in Northern Mindanao (DHSUD-10) approved the Comprehensive Land Use Plan (CLUP) of the local government here.
According to Philippines News Agency, DHSUD-10 announced that the city's CLUP and Zoning Ordinance for 2024 and 2025 have met the criteria under the Plan and Do Program. This program serves as a strategic roadmap for managing urban growth, protecting communities, promoting balanced and inclusive development, and enhancing the quality of life for both present and future generations.
"This achievement also reinforces Cagayan de Oro City's vision of becoming the strategic and premier development hub of the Southern Philippines," DHSUD-10's statement reads. The city's CLUP and Zoning Ordinances categorize Cagayan de Oro into eight distinct geographic development zones based on infrastructure capabilities, existing land use, and growth potential.
Its core strategic focuses include integrated social housing, climate and risk resilience, and business competitiveness. The updated CLUP, which covers the period 2024 to 2032, was adopted by the 20th City Council in June 2025 after being certified urgent by Mayor Rolando Uy. Mayor Uy described the plan as a tool to align land use policies with the city's RISE development agenda, which centers on regionalization and metropolization, institutional development, security and safety, and economic recovery and sustainability.
The eight zones were designed to distribute economic activity and services across the city, avoiding concentration in the urban core. Each zone is assigned specific functions, including mixed-use areas, agro-industrial sites, and residential and cultural districts. The plan also includes transport-related projects such as road improvements, rotunda construction, elevated walkways, and green corridors, as well as environmental measures including mangrove preservation and infrastructure designed to withstand climate-related risks.
The updated CLUP supports major projects under the Sustainable Urban Infrastructure Development of the Metro Cagayan de Misamis initiative, a regional collaboration involving municipalities in Misamis Oriental and Bukidnon, and the cities of Cagayan de Oro and El Salvador.
