Manila: The Department of Human Settlements and Urban Development (DHSUD) and the Quezon City (QC) government are exploring a rental housing scheme for informal settler families (ISFs): The Department of Human Settlements and Urban Development (DHSUD) and the Quezon City government are working together to develop a rental housing scheme aimed at assisting informal settler families (ISFs).
According to Philippines News Agency, DHSUD Secretary Jose Ramon Aliling announced that this initiative would be part of President Ferdinand R. Marcos Jr.'s expanded Pambansang Pabahay para sa Pilipino (4PH) Program. The program prioritizes ISFs living in danger zones. Since assuming office in May, Aliling has advocated for the inclusion of rental housing as a new modality within the expanded 4PH Program. Initial plans include piloting the scheme within the University of the Philippines-Diliman in QC.
Mayor Joy Belmonte has shown support for the rental housing concept, citing that high land costs make home ownership challenging for many urban poor residents. She emphasized the difficulty residents face in affording home ownership in highly urbanized areas.
Furthermore, Belmonte noted that a blighted area in the city has been earmarked for redevelopment. Social preparations have been completed for affected ISFs, who may be eligible for either relocation or a rental subsidy. "If we proceed with that, people are ready," she stated.
