DHSUD Reforms Extend to Attached Agencies Under PBBM’s Housing Vision

Manila: In compliance with President Ferdinand R. Marcos Jr.'s directive to expedite the provisions of affordable housing, the Department of Human Settlements and Urban Development (DHSUD) ordered all its attached agencies to operationalize the DHSUD 8-Point Agenda.

According to Philippines News Agency, DHSUD Secretary Jose Ramon Aliling signed a memorandum directing the National Housing Authority (NHA), Social Housing Finance Corporation (SHFC), the National Home Mortgage Finance Corporation (NHMFC), the Pag-IBIG Fund, and the Human Settlements Adjudication Commission (HSAC) with specific priority actions to operationalize the President's instruction. Aliling emphasized the need for all key shelter agencies to align and implement these actions to streamline housing-related applications and activities.

The directive specifically tasked the NHA and SHFC to transfer completed but unoccupied housing projects to eligible beneficiaries immediately. These agencies were also instructed to conduct an inventory of all government-funded housing projects. Meanwhile, the Pag-IBIG Fund was designated as the financier for a joint venture with NHA and SHFC to enhance the nationwide execution of the expanded Pambansang Pabahay para sa Pilipino (4PH) Program. All key shelter agencies were also required to establish technical working groups to synchronize policies with the flagship program.

To expedite program implementation, Aliling mandated that all pending applications for 4PH projects be addressed promptly. In line with process streamlining, all KSAs were ordered to support the establishment of one-stop shops, integrate internal procedures, and ensure alignment with Anti-Red Tape Authority standards.

Aliling further instructed all KSAs to submit reports detailing the status of pending cases, applications, and other actionable documents, along with their corresponding action plans, within 15 days of receiving the directive. The initiative is part of the broader adoption and implementation of the DHSUD's 8-Point Agenda, which aims to expand the 4PH Program's reach to include a wider range of beneficiaries, from the working class to the poorest citizens. The agenda encompasses fast-tracking program frameworks, implementing rules and regulations, streamlining permitting processes, achieving full digitalization by 2028, fostering unified efforts with attached agencies, engaging in periodic dialogue with developers, protecting homebuyers, and maintaining zero tolerance for corruption.

Upon assuming his position last May, Aliling outlined and promptly initiated the eight-point agenda to actualize President Marcos' vision for a recalibrated 4PH, aiming to broaden beneficiary coverage and speed up housing unit delivery.
