Manila: The Department of the Interior and Local Government (DILG) reminded anew local candidates who ran in the May 12 midterm elections to file their Statement of Contributions and Expenditures (SOCE).
According to Philippines News Agency, this reminder aligns with Section 14 of Republic Act 7166 and Commission on Elections (Comelec) Resolution 10730, which mandates all candidates, regardless of election outcome, to submit their SOCE. The deadline for filing the SOCE was previously set for June 11.
The law stipulates that elected officials cannot assume office until the required SOCE is submitted in adherence to the established rules. The DILG, tasked with supervising local governments and executing election-related laws and policies, will withhold recognition of assumption or acknowledgment of any oath-taking for officials who fail to meet the SOCE submission requirement.
Regional and field offices have been instructed to liaise with Comelec for verification before proceeding with any local level assumption to office. Furthermore, candidates who fail to file their SOCE may face administrative fines. Repeated violations can lead to increased fines and may subject offenders to perpetual disqualification from holding public office.
The SOCE requirement aims to foster transparency and accountability in electoral conduct and campaign fund usage. It acts as a post-election compliance measure to ensure integrity in public office and reinforce public trust in electoral processes.
The DILG emphasized that full compliance with the SOCE requirement is essential for the lawful entry into public office. Local government units and transition teams have been directed to ensure that all legal prerequisites, including the SOCE, are verified and fulfilled before any turnover or assumption ceremonies occur.
