Dizon Urges Swift Release of Funds for Road Repair Projects

Baguio: Department of Public Works and Highways Secretary Vince Dizon on Friday apologized for the delayed repair of damaged roads and other infrastructure here, saying he would ensure that the PHP20 million requested in October, as well as other disaster quick response funds (QRF), are released soon. Among the delayed projects is the installation of gabion along a portion of Marcos Highway. Dizon said construction will begin Monday, as ordered by President Ferdinand R. Marcos Jr.

According to Philippines News Agency, gabion is a wire mesh cage or basket filled with rocks, concrete, or soil that controls erosion, stabilizes soil, and retains structures. During his visit, Dizon expressed frustration over the slow government processes, which have hindered funding for these necessary repairs. He highlighted the urgency of starting the project as the rainy season approaches, emphasizing the critical role of QRF in providing immediate action to prevent further damage.

Dizon stressed that the QRF should facilitate swift responses to calamities, criticizing the delay in implementing the PHP20 million budgeted for the project. He pointed out the need to streamline the funding system for QRF to ensure timely execution, noting that waiting months for funds contradicts the purpose of a quick response mechanism.

The portion of the road requiring repair suffered significant damage due to several tropical cyclones, including Super Typhoon Nando in September 2025. Currently, only one lane of the highway is safe for passage, with clogged drainage systems further complicating the situation by impeding rainwater flow. The repair and installation are estimated to take about three to four months to complete.
