DOE: Malampaya Phase 4 Drilling Shows Promise, Key to Energy Security

Manila: The Department of Energy (DOE) announced on Tuesday that the renewed focus on exploring the Malampaya gas field under President Ferdinand R. Marcos Jr. represents a crucial move toward ensuring long-term energy security. The ongoing Phase 4 drilling operations show promising initial prospects.

According to Philippines News Agency, Energy Secretary Sharon Garin revealed in a Palace briefing that the exploration targets three wells: Camago, Malampaya East, and Bagong Pag-asa. Garin noted that two wells have shown good prospects, while the Bagong Pag-asa well remains prospective but holds a promising chance of success.

Garin stressed the importance of this initiative, pointing out that the exploration should have commenced a decade earlier. She warned, "Kung hindi ito ginawa ngayon, mauubusan tayo ng gas (If this isn't done now, we'll run out of gas)."

The Malampaya Deep Water Gas-to-Power Project, situated off Palawan's coast, is the Philippines' sole indigenous natural gas source, supplying up to 20 percent of Luzon's electricity requirements. The aim of Phase 4 is to extend the project's operational life and maintain its output by developing new wells.

Garin presented historical data indicating a significant decline in petroleum service contracts issued over the years. Under the late former president Ferdinand Marcos Sr., 158 contracts were awarded, but this number dwindled across subsequent administrations, with only six contracts issued during the Duterte administration. However, under the current administration, three new energy contracts have been awarded, with eight more, including the nation's first hydrogen energy agreements and projects in the Bangsamoro region, pending.

Garin concluded by stating, "I think the President is not just concerned of your energy needs today or until 2028. I think he is concerned of the long-term needs of our country na ito, 10 years pa ito, alam niya 10 years pa ang epekto nito pero (he knows the effects will last for 10 years but) he wants this to secure the future of our next generation."
