Manila: Finance Secretary Ralph Recto announced that the government is considering implementing stricter regulations and higher taxes on online gambling as part of its effort to better regulate the industry.
According to Philippines News Agency, Recto mentioned in a recent informal press chat that among the measures being considered is an increase in taxes. He suggested that the Philippine Amusement and Gaming Corporation (PAGCOR) could independently raise the fees and charges it currently collects from online gaming. Currently, PAGCOR imposes a 30-percent fee on electronic gaming, with the Bureau of Internal Revenue collecting an additional 5 percent, totaling approximately 38 percent of the gross gaming revenue. Recto hinted that this rate could be increased further, potentially generating an additional PHP20 billion annually for the government.
Recto also proposed various regulatory measures, including a ban on government officials participating in online gambling, mandatory warnings about the risks of gambling, and the use of the national ID to ensure individuals under 21 cannot access online gaming sites. He emphasized the need for warnings similar to those found on cigarette labels, highlighting the addictive nature of gambling.
Additionally, Recto suggested the possibility of requiring online gaming operators to list themselves for increased transparency. This measure would allow the public to know the individuals behind these operations, enhancing accountability within the industry.
