DOJ Implements New Rules to Expedite Investigations.

Manila: Justice Secretary Jesus Crispin Remulla has signed new rules aimed at expediting summary and preliminary investigations. According to Philippines News Agency, the Department of Justice (DOJ) announced that these rules, established by the National Prosecution Service (NPS), will enhance existing procedures for investigating crimes with penalties of six years or less. The Supreme Court en banc had previously acknowledged the DOJ's authority to introduce the 2024 DOJ-NPS Rules on Preliminary Investigations and Inquest Proceedings. These rules apply to crimes with penalties exceeding six years. Secretary Remulla emphasized that the circular is not merely procedural but is intended to address delays in case preparation, improve prosecutorial involvement, and expedite the justice process. The rules are designed to ensure fairness and evidence-backed legal actions to increase the likelihood of convictions. The newly implemented rules advocate for enhanced collaboration between prosecutors and law enforce ment agencies during case buildups. They also aim to ensure that only well-prepared and evidence-supported cases are brought to court. Remulla encouraged prosecutors at various levels to view the new rules as a testament to DOJ's dedication to justice and reform. Remulla reiterated the importance of each reform, guideline, and procedure update as essential steps toward a prompt, effective, and trustworthy justice system. The new rules will take effect 15 calendar days after their publication in the Official Gazette or two newspapers of general circulation.
