Manila: The Department of Justice (DOJ) announced that it is not inclined to admit couple Pacifico 'Curlee' and Cezarah Rowena 'Sarah' Discaya as state witnesses in the ongoing investigation into ghost flood control projects. Justice Secretary Jesus Crispin Remulla emphasized that the couple has not been forthcoming with information critical to the investigation.
According to Philippines News Agency, Justice Secretary Remulla stated in an interview that the couple must provide complete and truthful disclosure to be considered for state witness status. He expressed his stance to Senate President Vicente Sotto III, highlighting the necessity for restitution and full transparency in the case. The DOJ is also reviewing the potential qualifications of other individuals, such as engineers involved in the controversy, to serve as government witnesses.
The Procurement Service-Department of Budget and Management (PS-DBM) has already cancelled the Philippine Government Electronic Procurement System (PhilGEPS) membership of nine companies linked to the Discayas. The PS-DBM is preparing to delist more firms, including SYMS Construction Trading and Wawao Builder, pending blacklisting orders from the Department of Public Works and Highways (DPWH).
This action aligns with the New Government Procurement Act (Republic Act 12009), which requires that a contractor's PhilGEPS membership be revoked if they are blacklisted by an implementing agency, thereby disqualifying them from participating in government bidding activities.
