DOTr Receives Unmodified Opinion from COA for First Time in 30 Years

Manila: The Department of Transportation (DOTr) has received an 'unmodified opinion' from the Commission on Audit (COA) for fiscal year (FY) 2025 - its first in 30 years.

According to Philippines News Agency, the DOTr announced that the unmodified opinion is the most favorable audit opinion that a government agency can receive from the audit body. This achievement aligns with President Ferdinand R. Marcos Jr.'s directive to ensure that government funds are properly allocated and utilized for appropriate projects.

The DOTr emphasized its status as one of the largest government agencies in terms of budget allocation. It views this accomplishment as evidence of the agency's commitment to responsibly managing the budget entrusted to it by the government. The DOTr also highlighted the significance of this audit result in showcasing its efforts to promote transparency and accountability in all transactions, ensure the careful and proper use of funds, and comply with the audit body's regulations.

The COA's review was based on the consolidated financial statements of the DOTr for FY 2025 and took place under the leadership of DOTr Acting Secretary Giovanni Lopez. An unmodified opinion indicates that an agency has submitted correct, accurate, and complete financial statements in accordance with the rules, regulations, and standards set by COA.
