Manila: The Department of Transportation (DOTr) will present non-negotiable conditions to the Villar Group of Companies next week over the donation of land needed for the Las Pi±as station of the Light Rail Transit Line 1 (LRT-1) Cavite Extension Project.

According to Philippines News Agency, Acting Transportation Secretary Giovanni Lopez stated in a radio interview that the government will set forth three key conditions during the upcoming meeting. These include an unconditional permit to enter the property, a clause in the deed of donation ensuring that the government will bear no liabilities, and the cancellation of any mortgage on the land to be donated.

"It's a take it or leave it offer," Lopez emphasized, urging the Villar Group to make a decision by the time of the meeting. The DOTr requires 8,389 square meters of land for the construction of the Las Pi±as and Zapote stations, with approximately 4,990 square meters expected to be donated by the Villar Group for the Las Pi±as station. However, two of the land parcels in question are currently under encumbrance.

Lopez explained that one significant parcel is mortgaged, requiring the release of 2,000 to 3,000 square meters from Chinabank, while another 90 square meters is requested as a donation for a viaduct. He called on the Villar Group to demonstrate their commitment to the donation by submitting the necessary documentation.

Lopez warned that if the Villar Group rejects the government's terms, construction will proceed to the Zapote and Niog stations in Bacoor, bypassing Las Pi±as. He stressed it would be unfair for the communities of Zapote and Bacoor to be affected by the Las Pi±as issue.
