Manila: The Department of Transportation (DOTr) has urged public utility vehicle (PUV) operators and drivers to either join existing transportation cooperatives or establish their own as part of the Public Transport Modernization Program (PTMP). This initiative aims to improve the country's public transportation system.
According to Philippines News Agency, the DOTr announced that applications for consolidation and accreditation with the Land Transportation Franchising and Regulatory Board (LTFRB) will remain open until March 2027. The push for modernization is in line with President Ferdinand R. Marcos Jr.'s directive to enhance the public transportation sector for the benefit of both transport workers and passengers.
The PTMP is designed to replace the outdated PUV system with one that is efficient, safe, comfortable, and environmentally friendly. As part of this initiative, the DOTr highlighted the success of the Pandacan Transport Service MPC, a cooperative that expanded from 30 to 105 modernized jeepneys, and now includes 170 member drivers and operators.
Edmundo Cadavona, chairperson of Pandacan Transport Service MPC, emphasized the benefits of the new system for drivers. Unlike the previous 'boundary' system, which led drivers to work extended hours under risky conditions, the cooperative model offers a salary-based structure with complete benefits such as Social Security System coverage, PhilHealth, Pag-IBIG, 13th month pay, as well as overtime and holiday pay.
The PTMP seeks to address the issues associated with the boundary system, where drivers operated under unpredictable earning conditions, prompting unsafe practices like overloading and speeding. By consolidating into cooperatives, the program aims to provide a sustainable and safe working environment for drivers.
