Manila: The Department of Public Works and Highways (DPWH) on Tuesday issued an apology for insufficient initial data submitted to the Senate Committee on Finance regarding the application of the updated Construction Materials Price Data (CMPD).

According to Philippines News Agency, the DPWH acknowledged that the data provided lacked sufficient information, making it difficult for the committee to determine necessary adjustments for projects that would be affected. The DPWH admitted to providing only the Regional Adjustment Factors, which was inadequate for the committee to accurately assess the specific, project-level adjustments for nearly 10,000 projects that could be impacted.

The department confirmed that it has now submitted the required data for the committee's review. The additional information includes project-category-based data incorporating key variables such as hauling distances and localized market behaviors, offering a more realistic basis for funding adjustments.

The DPWH emphasized its commitment to transparency and ensuring that all adjustments are made with technical integrity and operational feasibility. This commitment was reiterated in a statement where the department promised to address the oversight.

Additionally, on Monday, Secretary Vince Dizon sent a letter to Senator Sherwin Gatchalian, chairperson of the Committee on Finance, providing additional and clarifying data on the updated CMPD's application. Senator Gatchalian noted that the Senate is currently reviewing the revised adjustment factors as part of ongoing deliberations on the proposed 2026 national budget.
