Manila: The Department of Public Works and Highways (DPWH) on Wednesday sought the Department of Justice (DOJ) to issue an Immigration Lookout Bulletin Order (ILBO) against former secretary Manuel Bonoan, among others, due to an ongoing investigation into questionable flood control projects.
According to Philippines News Agency, DPWH Secretary Vince Dizon wrote a one-page letter to DOJ Secretary Jesus Crispin Remulla, requesting an ILBO for Mayor Rene Maglangue of Candaba, Pampanga, and officials of MBB Global Properties Corporation, including Macy Monique Maglangue, president; Sunshine M. Bernardo, corporate secretary; and Fatima Gay B. Dela Cruz, treasurer. The investigation targets DPWH officials and key officers of construction companies allegedly linked to ghost projects or substandard flood control constructions.
Dizon emphasized the necessity of the ILBO, stating it is crucial for progressing the investigations without delays and holding those accountable to the Filipino populace. The request aligns with President Ferdinand R. Marcos Jr.'s directive to ensure accountability for any involvement in anomalies.
Dizon also urged the Bureau of Immigration (BI) and other law enforcement agencies to remain vigilant against any attempts by those on the watch list to exit the country. While an ILBO serves only for monitoring, it does not, by itself, restrict subjects from leaving the Philippines.
BI officers are instructed to swiftly inform the DOJ and the House of Representatives of relevant travel information if subjects on the watch list are encountered, and to verify if any new orders have been issued against them.
